Like a lot of ideas, its success was entirely reliant on its implementation. Its oligarchic overpaid structure was the first mistake and it went on to self-destruct.

Bob's never accepted responsibility for anything that goes on in his shedrow, whether he knowingly allowed it to happen or not. Aren't trainers ultimately responsible for the horses in their care?
All that aside, this was never going to work because states don't want to give up rights and without some kind of standard it isn't going to matter.
This industry can't even agree to a standard ownership registration process. Even if you go through the racing compact, not every state will accept it and every state still requires a fee and a visit "in person" to have your picture taken.

The entire premise of HISA is doomed to fail. In the way that "Justice is Blind", rule makers and governors put in place, like HISA, should be knowledgeable and impartial. They should be compensated in accordance with others in similar positions in other agencies. They should be incorruptible and unable to be easily influenced. NONE of that is how HISA is organized.
