Can you make it through their vast array of sign-up steps for non-US citizens?

I don't fully understand what you are asking.
All I know is that brisnet is a safe, reputable website, AND that the odds/information under "supertote" is extremely similar to Twin Spires.
So I suggest you just sign-up, and not worry about it.
I use it nearly every day, and I've not spent any money there in years!!

Would the Equibase site be helpful if you are only looking for odds? You do not need an account of any kind to view entries, results, and charts.

Also, I don't know if you have access to the mobile app Horse Racing Now but it is available on both Apple and Android platforms in the states. Very useful app with entries, results, etc.
