My friend has a "16.1" hh gelding named Jinks, that is his registered name, he has a lip tattoo as well. Without having to pay the fees on searching via tattoo number, can anyone give me information on him?
He's got a star and snip and is light bay.

There hasn't been a USA-bred horse registered as 'Jinks'. Unless he's a four year old imported from Argentina, or is a 24-year-old Australian bred, then your friend was misinformed about his registered name.
There have been a few named 'Jinx', but without an age range it'd be hard to guess which one it might be, and even with one it's impossible to say for sure. As Madelyn said, only the Jockey Club can give you a positive ID.
