Can someone explain to me why when you buy a horse OTTB they do not provide the new buyer with the paers of the horse, Thanks, and sorry if this is an ignorant question but I usually by OTTB for jumping but now that I want to breed one of my mares with a Warmblood stallion I need her tatoo # and it is very confusing I can't read the first letter and the last number I am very frustrated!! Thanks

There are a lot of trainers that don't give up the papers because (a) it is the only truly effective way to prevent the new owner from racing the horse or (b) they don't physically have them on hand and it might be too much trouble to get them (the racing stewards at a track hundreds of miles away might have them).
