COEFFICIENT OF INBREEDING

exactly how is this looked at ? when breeding a mare that is not inbred and you then breed to a stallion which in turn causes the offspring to have a coefficient of inbreeding of say......4.60%....what does this mean? is it better the higher the %....or is less better ? ok people lets delve into this im all ears, and want all your opinions.
