About the gingham dress Dorothy wore, it's an important plot point in the book (but not the movie).
Munchkins always wore blue, witches wore white. So when a stranger dressed like a Munchkin witch (blue dress, white pinafore) assassinates the tyrant in charge of their homeland via a flying house and promptly steals her most powerful magical possession (the silver shoes), the Munchkins understandably freak out. Their leader calls in Glinda the Good Witch for help, which in turn kicks off the plot of the main story and Dorothy's character arc.
