My colt has something similar, his tail is a mass of long ringlets. 5 minutes after it is combed out it is back to curls. And when he gets wet, his coat looks wavy.
His mane is pretty straight, nothing like yours.

The vaccine I use is Pnemobort (sp) and is given in the 5th, 7th and 9th month of pregnancy. I would check with the vet before giving it so late.

Our QH mare was the same way. An old cowboy friend told me to put 2 pre-1960 pennies in her water trough. The pre 1960's are real copper and it leaches into the water. It worked within the week.
She was still opinionated, but no longer a major PMS problem.

Is she really "hot" or is she pretty laid back? She may transition fine to regular rations if she is calm, but if she was fed pretty high powered stuff you may want to wean her off it slowly.
