I find it hard to believe that a slaughter house in Mexico would not spare a horse if someone offered them a decent profit to set it aside and charge a daily rate untill it was picked up.

these people are in business to make a profit, not kill just because they are evil.

not all horse meat comes from race horses.

Besides, eating horse meat is no more dangerous than eating imported fast food beef.
