If i were to purchase an open mare in a november breeding sale for say 10k. Then I breed her to a 5k stud in february then sell at another breeding sale and I sell her for say 20k. When the mare is sold is the stud fee paid or is the buyer responsible for payment at the time the foal is born?

Mare at $10k + stud fee at $5k = $15k before keeping the mare for almost a year between sales. Plus consignment fees, etc., if you sell at $20k, you're taking a loss.
And that presumes you CAN sell at $20k. A quick look at the 2010 & 2009 auction results for the first half-dozen stallions in the $5k to $7500 stud fee range in the Blood Horse stallion register confirms that in-foal mares are generally still selling BELOW the stud fee. So you are likely to pay $10k for the mare, $5k for the stud fee, whatever the day rate is to board the mare, plus consignment, etc., and end up getting a $4k bid on her.
If you are looking for a profit, there are probably easier ways.
