We have done it twice. The first time was a very long, difficult, drawn out process (we had to verify the mare that we had) but the second time was really not a big deal.

It all depends. If the original papers were turned in to the Jockey Club and the horse was flagged as "sold without pedigree" then no, you cannot get duplicates.
In the case that the papers were lost before you got the horse, you would require an affidavit from the person that lost the papers. This may mean tracing back through several owners and that can be VERY difficult.

It is very possible to get duplicate papers, but only under certain conditions. If you read the JC rules on their website, you have to have a statement saying how the papers were lost. If you are not the last owner known by the JC, then you have to have a statement or a bunch of statements from the chain of previous owners. If you got this horse from a rescue and just want to get papers, I don't think you can get enough cooperation. Keep in mind that a lot of people DO NOT want to be contacted by future owners. They sincerely want the horse to be canned, and they are annoyed when contacted by people who saved the horse. So rescues orgs know that it generally hurts their cause to have people go back in time and track down owners.
If you did get the necessary statements, then you have to have pictures of all 4 sides, plus about $200 bucks. For that you will get a set of papers that says Duplicate, but you won't get the horse's race record recorded on the back like the first set. So unless you are planning on breeding a mare, you have to ask yourself if it is worth it.
If the JC says "No Way," perhaps they meant that the papers had been surrendered to the JC as the horse was sold with no pedigree. That would be the proper procedure. Under that circumstance, no dups will ever be issued.

MAXJMOM is correct, but the Jockey Club will not give papers if the originals are lost. if you can tell them exactly how they were deystroyed and assure them that there is not the originals still out there somewhere then they will honnor duplicates. im going through this right now the luckily the originals were deystroyed in a hurricane and just not lost, i have a notorized receipt and an explanation also notorized how the papers were deystroyed. if you talk to the Jockey Club long enough they might not give you a straight answer, but just enough info for you to know what they are looking for! goodluck!!
