Horses with injuries

Is there some type of full disclosure policy where owners/trainers need to state if a certain horse is injured, or has been previously hurt?

For instance, if I query a 5 year old, and see that he has only 12 lifetime starts, I am not able to tell if he was injured and unable to race, or if he didn't start racing until very late.

So is there any way of knowing this? I assume you could get a good idea by reading the horses past performance and looking at the dates, but what if you do not have access to that?
