The NY Times chimes in on the subject with an editorial titled: "Handicapping Dopers at the Racetrack" It concludes:
"There’s been progress with medications and testing in some states, including New York, Kentucky and California. But some people suggest that the frayed patchwork of state laws and racing boards is not enough and may need to be replaced by a federal regime.One Senate proposal would give the task of policing drug use to the United States Anti-Doping Agency, which pursued the cyclist Lance Armstrong until he finally admitted that drug-based enhancements had put him in the winner’s circle. A similar crackdown could await horse racing if it fails at self-reform."
