Florida, which seemed to be against implementing the RMTC's National Uniform Medication Program has now passed legislation allowing Florida, a key state in the reforms to be on board. This misrepresentation was created because the racing rules (in order to be changed) had to be passed through the Florida legislature, which doesn't move very fast. Add to this, political maneuvers which caused the first legislation to fail, because they tied a controversial piece of legislation to the first bill (calling for expansion of gaming and resort casinos in the State). To make a long story short...yesterday Gov, Rick Scott signed the Bill which reached his desk minus additional political reforms or legislation. Florida's acceptance will assure a quicker road in getting everyone on board, since so many major owners and trainers frequent Florida during the winter. This will now allow for uniformity in race rules throughout all the major venues...eliminating any medication changes, as the major racing stables go from one race jurisdiction to another to run their horses. It does go deeper then this (politically)...though Florida's significance in racing and what seemed like it's reluctance to adopt the uniform rules, will allow for the industry to finally get national uniformity done once and for all.
