From my experience, if the swelling is from ankle to knee and there is no heat, it is neither a splint (those are actually seperate bones and only appear on the sides) nor likely "bucked shins." Horses are generally lame on bucked shins.
I may be wrong, but I'm reasonable certain it is not bucked shins. I would be looking at allergies.
Bucked shins—technically an inflammation of the periosteum covering the front of the cannon bone—are painful, take horses out of training, and cost owners time and money. If not caught early, they can lead to stress fractures, nasty injuries that are difficult to heal.
Horses buck their shins because their bones are remodeling as a response to exercise and training.
