burying a horse

In the article about Kitten's Fist I read she was burried at her owner's place. May you always bury a horse at your place?
In my country it is forbidden. I remember a case of a champion trotter which the owner wanted to bury on his property. It took him a lot of time and trouble with the people of the local department to have it done at last.
Do you have to ask the government?

Illegally? It's done quite often. I helped a friend bury her mare on her back property about 6 years ago. She had a lot of land and was surrounded by people who also had acreage/horses so the chances of it going noticed was slim.

Legally, I think it depends on the state/municipality.

I'm not sure if a cemetery has to be registered but in Kentucky you can bury family members on your property in a family cemetery.
