Keep in mind that the mare would have had to be residing in PA by November 1, 2006 for a foal born now to be a PA bred. This year it changes to October 1, 2007.
That said, it certainly is a great program.

OR mare foals out in PA, breds back to PA stallion and resides in PA for 3 months after foaling. If mare was there before Nov 1, this year and Oct 1, next year, she can leave as soon as the foal is born and be bred to any stallion anywhere. This is the way I understand it, correct me if I'm wrong. :)
