Do you key a horse? Do you box 7 horses? Whats your method for betting this wager?

I was at Harrahs in Laughlin last week trying to figure out the same thing and the teller says to me "save your brain cells cause ya can't bet it anyway. The pool would be double what ya see but Nevada is shut out. You can only play it on HRTV or at a Magna track". Bummmer.....
