Interesting. I suspect something caustic was dripped on him by mistake. I bet he wasn't born that way.

I thought I had found a picture where he didn't have it, but I'm not sure it was him.
It actually looks like someone finger-painted him, so possibly something caustic?

That's what I'm thinking. Horse skin is actually quite sensitive to undiluted bleach and it will kill the melanin producing cells, resulting in white hair, especially if it is not washed off quickly. This could be a case where someone was cleaning something with bleach and it either splashed on the horse or they put their hands on the horse to move it over and didn't think about it. With bleach being clear it wouldn't be apparent that there was anything on the horse.
