The Sept 22 issue of Blood Horse has as Very Interesting Piece by Jay Leimbach who is an accomplished author and expert in this field regarding "Green Genes" - the effect of aging on the genetic potency of stallions and mares.
While there are always exceptions to every kind of statistical model, the age averages tables are eye-opening.

David Dink looked at this in some detail at his Boojum's Bonanza blog. There certainly is a relationship, though if I recall correctly the sires don't really tail off in general until 15+ years at stud.
