I have no special idea about one concrete sire... But what came to my mind immediately: I was a big fan of Tiznow and naturally I care about his foals. When you write down names of his best-known offsprings, and search through their pedigrees... You could find tens of sires you would never expect to see beyond lowest class in some obscure country.
I must say, Tiznow as a sire... I'm not concerned about his success, I'm concerned about the bloodlines he managed to do it with.
But let me pick one horse, who matches perfectly the criteria. How about Gee Whiz - stakes winner with not much more than 10 foals, who appears in pedigree of highly respected gr.1 winner?

Holy Bull

Holy Bull is 5x5 sex balanced to Questionnaire. I always wondered about the impact of a double Questionnaire because it was not something I usually see.
Give the Pope and the King of England a horse and in thirty days, they'll be stealing halters.

Rough'n Tumble was a great-grandson of Upset... so maybe some horses through his blood?
Probably more interesting, Cartwright hailed from the family of Upset's daughter.

One more suggestion: King Hairan?

Seems he was pretty good two year old Today I found him in pedigrees of two former Czech stallions, both Gr.2 winners in the US:

http://www.pedigreequery.com/big+walt
BTW, Big Walt himself was nice sire, he had some good horses and even two champions. Filly-champion sprinter and colt-champion 2yo, which somehow goes well together with careers of all mentioned stallions.
I know this topic is about 21st century pedigrees, so it's worth mentioning that Big Walt was active at least until 2006.
