I just LOVE puzzles!! Is it possible the original poster sent horses through the Saratoga sales, brought them home, and hasn't got the horses registration papers back yet? Or could it be the OP BOUGHT horses at Saratoga and hasn't gotten papers yet? I suspect it could be something along those lines.

Good guesses, madelyn. I was thinking maybe the latter. But that seemed like an odd sort of problem to have if the horses had been paid for.

I await enlightenment.
