question about new behavior in two year old

question about new behavior in two year old
Okay FLip our two year old filly has decided to "pick on" my 12 year old daughter, if Katie is any where around her( nothing in her hands), Flip wills start chasing and trying to intimidate her(it looks like a driving behavior). Katie has always been our helper with the horses and definetely is a horsey young person(she helps feed, clean stalls, etc.) I told her to not let Flip intimidate her, bop her on the nose with a switch ot whatever is in your hand, but don't leet her do this to you. This is the first misbehavior I've ever seen out of FLip and just really am perplexed about it. She only does it to Katie and I'm wondering if it has to do with Katie being young. Any thoughts or suggestions?
