Urgent! Questions about Rhino vaccination

I need to know if it is safe to introduce a new barren mare that is not vaccinated for Rhino to a 8mo. pregnant mare vaccinated for Rhino? The new mare has been off the track for 18 months.(3yrs.old) on a small farm. We are in central NY. My vet says the new mare needs to be vaccinated for rhino and quarentined for 2 weeks before introduction. Her vet says it isn't necessary. She says that if the new mare is vaccinated it will put the mare and her horses and my mare in danger for Rhino. It was suggested to use a killed virus vaccine. We are a very small farm where horses do not come and go, and so is hers, but she does rescue a few TB. I've heard a lot of things about the rhno vax. Like the immunities only last about 3 months, and some horses don't develop the immunities. Who is right my vet or her with 40 yrs. experience in the business and her vet? Is central NY a hot spot for Rhino? Please give me your opinions and info ASAP!
