Questions about training???

Is it normal for horses to race without any official works? I'm following the racing careers of a few horses and most of them never seem to have any published works. Most of them are claimers so maybe this is why, though one filly Via Sacra(who hasn't had a public work since April or May, but has raced almost every month this year) is minor stakes placed at Delaware and at Pimlico. Any insight into this would be of help understanding what is going on with these horses.

Nessa, no horse can start racing without published workouts, the number and timing set by track rules. But once a horse is racing regularly, the only reason for published workouts is for whatever reason the trainer sees fit. He can work the horse and time it himself, or he doesn't need to know official work times because he's already got the horse figured out. Probably the main reason to officially work a horse between races is to get official times to help him make decisions on fitness or distance or surface. And some horses are easy keepers, just need to gallop between races, others need fast exercise to stay fit.
