what state to foal in and who to breed back to

My mare is Simply synful and is in foal to Via Lombardia. I live in Nevada but want to foal in either CA or AZ or Co. The stud in Co is coverallbases in Az it is mumbo train in CA it is lucky j. h.. The most expensive place is CA followed by AZ then CO. Which stud do you think would be best and then which state is best to foal in?
