If I understand, the problem is that the stallion owner never filed a mares bred report... correct?

According to the Jockey Club, there weren't any mares bred to that stallion in 2008, so I'm assuming (and I don't like to assume, so please correct me if I'm wrong) that the problem lies in the filing of the mares bred report, which is 100% the responsibility of the stallion owner and has nothing to do with the mare owner and whether the stud fee was or was not paid. It actually appears that there has never been a mares bred report filed for him in any year. That means there is simply no stallion service certificate to release!

The online registration for mares bred reports DOES have a drop-down list so you can go back and file a mares bred report for previous years. Is it possible that the stallion owner isn't aware of this? It's really just as simple as logging on to the Jockey Club web site and filing the report for that year.

It actually sounds like the stallion owner is an absolutely clueless chump who crawled out from under a rock somewhere, found a TB with balls, and got people to bring mares and pay money.

Let's go a step further with this and suppose that the same stallion owner who doesn't know how to file a "Mares Bred Report" does not know how, either, to register the stallion for KTDF/KBIF, and all of these mares bred in KY will have foals that are not KDTF nor KBIF eligible....so no breeders awards for the mare owners and their KY breds will be running for half the money... moronic, unbelievably idiotic..

My mare Miss Desert Cat was supposeingly bred to Distinctive Trick in 2008.....that is what the hand written contract states...I did not pay that much but have spent thousands of dollars with care/treatment/feed-shelter..etc..........

Good grief! This is a nightmare! What, if any recourse is there for mare owners? I know that I faithfully pay my stud fees, (I don't stand studs, and don't want to), and if I sent a mare to someone, I would bloody well want the certificate. It's not like mares are in foal for 60 or so days (dogs), man, you put a lot of time, effort, and money into producing a viable foal that can (hopefully) race. I am sorry that you are having all this trouble. What a s@#t head that stud owner is! Sorry, I don't usually use profanity, however, this person is a piece of cr%p in my humble opinion! Best of luck getting this resolved..
