Reading the Thoroughbred Review it states:
There is however a state program out there that has gone virtually undetected by even the most business-savvy breeders. Competition is remarkably soft relative to the purse structure, and breeders are earning 70-80% of what owners are taking home, all the while avoiding training bills. Foal crops number less than 150 annually, video lottery terminals are a strong possibility in the immediate future, costs of production are about half what they are in larger markets, and the local yearling sale has enough life so as to allow breeders a chance at breaking even before collecting lucrative breeders awards at the end of the year.
What state is this?

The part about "foal crops numbering less than 150 annually" rules that out... as does any hint of promise in the local industry.
According to the Jockey Club's Fact Book 2011 the last year Oregon foal crop was 133. You must have some secret information that I don't have.
