I don't remember, but I did find the chart.
The comments note : "allowed to settle just off the early leaders, moved to the front between foes shortly after entering the far turn, held a narrow advantage into the lane then drove clear."
The chart further shows he was running in third until the turn, and that his winning margin was 2 1/4 lengths.

His overall race records reflects that he was a very talented race horse
when running his front-running or near front-running racing style.
Later he excelled in his racing career by establishing a track record at Golden Gates for 8-1/2 furlongs (Dirt) in 1:39 2/5 with fractionals of 22:50; 45:30; and 1:08.30. As far as I am aware that is the world record among grey Thoroughbreds.

Yes, later in his career Restless Con did prove to be a talented runner. I was pretty young that day at Monmouth - my father and I used to attend every renewal of the Haskell. I remember being shocked when Restless Con won. I'm pretty sure I bet the Phipps horse, Rhythm, because I was always a fan of that stable.
