Hello,
How does the Jockey Club check to make sure that a farm is NOT doing A I On their thoroughbred mares?

Although I don't know for sure, I would assume it's because the stud farm has to submit a stallion certificate to jockey club assuring mare in question was not only bred on live cover but stud fee was satisfied. Stallion certificate is required to register all thoroughbred foals. I think it unlikely a stud farm would risk jeopardizing their stud and business to break the rules for mares owners who prefer the convenience of AI.

AI is done all the time. The farms stockpile semen and use it if the stallion can't perform for whatever reason on a given day, or the mare can't be mounted for whatever reasons. Not a myth, I've seen it done. All on the very hush hush, with a wink.
