WV has a 40% breeder;s incentive while PA has a 20% breeder's incentive for non PA stallions and a 30% breeder's incentive for PA sired foals. Both have WVBRED Only and PABRED Only races
VA has a 50% breeder;s incentive but they a only run 10 or 11 weeks a year,

The NY/PA programs are very strong. You can order a NY-bred DVD for free from their website www.nybreds.com.... I think you can view it online as well. It's a bit goofy, but the info on the program is helpful. I'm not crazy about the current stallions standing in NY...not sold on Freud or Chief Seattle.... I guess Catenius is solid enough. Perhaps Hook and Ladder will become successful. He appears to be off to a decent start.The SAR purses were enormous and BEL 's were just boosted for the fall meet. It's expensive to run in NY (high day-rates) but the racing program is excellent.
The PA. program got an obvious boost from the purse's being juiced from the slots, and I think you will see the in-state stallion quality improve there in the near future. I like Lite the Fuse & Real Quiet in Pa. more than anything in the NY program (Siphon's a bit spotty for me).

You can qualify foals from non PA stallions as PABRED if you foal in PA and brred back to a PA stallion
OR
You can qualify the foal from a non PA stallion and breed back to a non PA stallion if the mares resides in PA from late September until it foals. This allows you [us] to use Maryland, or even Kentucky stallions for our PABRED foals.. The breeder's incentive drops from 30% to 20% for foals from non PA stallions but the owner's incentive stays at 40%.

The KY breeders incentive is not quite as friendly.. you have to breed to a KY stallion and keep the mare in KY from cover date until foaling. But the rewards are pretty good, $100K for an Oaks or Derby winner, other biggies for GSW's, 20% if the race is in KY, 10% out of state, for allowance and up.
I know Indiana is like PA, you can qualify the foal for IN-bred if you have the mare in IN from Dec. 1 through foaling OR you breed the mare back to an IN sire. With slots, perhaps now Indiana will start getting some more firepower in their stallion ranks. It is amazing that Hunting Hard zoomed up to #2 in the stallion rank there just by moving from NY.
