So hard at first to come up with name suggestions for these two for some reason. Maybe I'm just rusty. I'll try to come up with some more, but figured given the time constraints I should just get these out.

Some come up sooner than others. I've seen names from 1989 still locked up. They have a list of recently released names on the Jockey Club site as well as what makes a name permanent. I believe there's an indication of how long a name is likely to be held as taken, usually in reference to not just their racing but their breeding careers. Sometimes there are weird situations like Willa On the Move. Why they went back to that name within the same family, no idea.
I got rather annoyed discovering that they hadn't just made Zenyatta a permanent name for obvious reasons, they took the full name of the Police album Zenyatta Mondatta and made that permanent which makes no sense under their rules. I realize they wanted to avoid having someone try to do that name, but they could just refuse to do it based on it being the name of a copyrighted work or something. Not really a need to say why, just tell whoever it is "no."

My gelding's registered name said "no direct match", does that mean someone could use it? Not that anyone would...it's not great.
In theory someone could use your gelding's registered name, but depending on what it is, it might not be an obvious one to come up with as a catchy phrase or from their own horse's breeding. Even if someone out there thinks it's just the best name ever, if it's unusual it might not occur to them in the first place.
About 2002 Stratagem, he's not necessarily dead. Here's the rule that would affect him:
E. Names of horses over ten years old may be eligible for use if they are not excluded under Rule 6(F) and have not been used during the preceding five years either for breeding or racing.
6F is a long rule that they use to keep you from naming your horse things like Sandra Bullock without her consent or something copyrighted like the word Kleenex.
