basically, it's pretty savvy. they restrict the race to horses whoose sires raced through the age of 4 at least basically. so if you retired your horse at the age of 3 to stud, his offspring can't run in the hambletonian
i gotta admit i like the idea.

Especially since stallions under four who left racing because of injury are still eligible to sire Hambletonian entrants.
It seems to just be about keeping the good ones going a year or two longer before retiring them to stud. Probably a PR thing.
