PA needs one of their business schools to do a similar research paper.

These are tuff times and that slot money could fund a lot of school programs. Of course that would be a goose and golden egg thing.

These studies do not have the political impact horsemen think they should because the politicians aren't complete idiots. The politicians realize that the farms won't just go idle, they will be converted to other breeds or species or sold to someone else for a new purpose. The same thing happens right through the economic chain. The fans aren't going to increase their sleeping time because the tracks aren't open, they are going to spend money entertaining themselves in a different way. The jockeys and trainers will leave, but they will be replaced by other entertainers or businesses. The net economic impact and therefore the potential loss of votes is much smaller than the study would suggest, and if the slot revenue was allocated efficiently to another industry (a very big assumption) the net impact could be zero.
